Government urges municipalities and public entities to build structure for war cooperation

The government on December 14 published the summary of the guidelines for government ministries and agencies, local governments, and designated public organizations to follow in order to protect citizens in the event of an armed attack against Japan.

The guidelines suppose four possible cases of attacks: invasion from the sea or air; an attack by guerrillas or special forces; a ballistic missile attack; and an aerial attack.

The guidelines calls on municipalities and the Self-Defense Forces to "establish a structure for cooperation under normal circumstances" and "jointly carry out drills."

It says that in the event of an armed attack, NHK and other broadcasting stations will immediately air an alert; telecommunication carriers will set up temporary lines; medical institutions will transport emergency patients; and transportation systems will help to maintain public order by guiding passengers to evacuation shelters.

The Defense Program Outline recently approved by the cabinet states, "The possibility for a full-scale invasion has been decreased." Akahata on December 15 pointed out that the "guidelines" are to establish a structure to incorporate municipalities and public organizations into U.S. wars. (end)
