2 mayors in Hokkaido refuse U.S. F15 relocation In Hokkaido, mayors of Chitose and Tomakomai City on March 21 expressed their opposition to the plan to relocate U.S. F15 fighter aircraft exercises to the Air Self-Defense Force Chitose base. Chitose City Mayor Yamaguchi Kotaro voiced his disappointment over the government's neglect to explain to local municipalities about the relocation plan, stating that it is only natural to refuse the plan. Tomakomai City Mayor Sakurai Tadashi said, "The plan will obviously increase noise pollution and anxieties over accidents. As the mayor, I must defend citizens' safety and living environment.
