Both Houses adopt resolutions in protest against North Korea nuclear test The House of Representatives on October 10 unanimously adopted a resolution protesting against the North Korean nuclear test and calling for the abandonment of its nuclear program. The resolution severely criticized North Korea's development of nuclear weapons by stating that it constitutes a "direct threat to the peace and security of Northeast Asia, including Japan, as well as a grave challenge to the peace and security of the whole international community." It further stated that the nuclear test conducted in defiance of the international efforts to call on North Korea to exercise self-restraint "cannot be justified for any reason whatsoever, and Japan will never condone such an outrageous act." Recalling that Japan is the only atomic bombed nation, the statement "vehemently protests against the North Korea nuclear test and strongly demands that North Korea immediately abandon its nuclear weapons and nuclear program." The resolution requests the Japanese government to urge North Korea, which has violated the Japan-DPRK Pyongyang Declaration, to swiftly return to the Six-Party Talks without condition in response to the other five nations' call to do so and to abandon its nuclear program. It also calls on the government "to strengthen cooperation with China, South Korea, and other countries in the region and work closely with the United States and other countries concerned so that the international society can conduct concerted diplomacy, including imposition of measures based on Chapter Seven of the United Nations Charter, and explore a peaceful solution."
