Shii meets with Venezuelan ambassador at Festival site Japanese Communist Party Chair Shii Kazuo met Venezuelan Ambassador to Japan Seiko Ishikawa at the Akahata Festival site on November 4. Ishikawa explained the Venezuelan situation, referring to a recent UNESCO report that Venezuela has achieved great success in improving its literacy rate as well as an FAO report that offers a prospect that Venezuela will achieve the U.N. millennium development goals before the deadline. In reply, Shii said, "In these ten years, the balance of power in the world has greatly shifted, and the situation in which the United States dominated the world by its military power is becoming a thing of the past.
