Gov’t pressures national universities to cut their staff wages

Using undue pressure, the Noda Cabinet is forcing national universities to reduce the wages for their staff by 7.8%, the same rate as the wage cut for national government employees.

Akahata on June 21 reported that the government on May 11 decided to reduce its subsidies to corporate entities in the public sector by the same percentage that government workers will lose in wages.

The total amount of reduction in subsidies will be 30 billion yen each for national universities and independent administrative corporations and 10 billion yen for special public corporations. The government intends to impose wage cuts on universities through lowering its financial support.

Meanwhile, the education ministry on May 14 required all corporations to respond to its written inquiries about whether or not they have made a decision to cut their employees’ wages at the same rate as national government workers, and when they expect to reach a conclusion in negotiations with labor unions regarding pay cuts.

Employees of incorporated national universities and independent administrative corporations are not classified as government workers. Their working conditions, including wages, are determined through labor-management negotiations. If the government forces these “corporations” to report on the progress and outcome of negotiations, such a government move would be criticized as improperly influencing labor-management relations.

A secretary general of the Faculty and Staff Union of Japanese Universities said, “The government’s pay cut demand is totally unjust. It should withdraw this demand without delay.”
