Japan pays the costs needed for the maintenance and improvement of the U.S. bases in Japan and even for the relocation of part of Okinawa-based U.S. Marines to Guam with the use of the so-called "sympathy budget".
The 11th ICAPP general assembly ended after unanimously adopting the "Istanbul Declaration". JCP Chair Shii in his greeting to ICAPP Chair Chung Eui-yong said, "I am glad to see that our proposal is reflected in the declaration."
Out of 190 ILO treaties, the Japanese government has so far ratified only 50. Japan is especially reluctant to ratify 18 ILO treaties on workhour rules, such as the Convention No.1 stipulating the eight-hour work day.
