JCP 4th CC Plenum resolves to achieve victory in next summer’s Upper House election

The Japanese Communist Party Central Committee held its 4th Plenum on November 27 and 28 at the JCP head office in Tokyo.

On the first day, Chair Shii Kazuo on behalf of the JCP Executive Committee presented a report which was watched by 55,086 viewers via live streaming platforms.

In the report, Shii said that the goal of the meeting is to share the determination to work hard to achieve a victory and a major advance in the House of Councilors election slated for next summer by learning the lessons obtained from the October 31 general election.

Regarding the latest general election, Shii stressed that it is important to look into the election results from the viewpoint of “dialectical discussions of political conflicts”. Based on this approach, Shii clarified what the opposition party/citizens alliance achieved, what weaknesses need to be addressed for further development of this collaboration, and why the JCP suffered losses in the proportional representation blocs.

Shii then proposed to accomplish two major tasks in the Upper House election next summer. One is to further develop the joint efforts of opposition parties and concerned citizens working together in order to prevent the pro-constitutional revision forces from maintaining two-thirds majority in the Upper House, drive the Liberal Democratic and Komei parties and its supplementary force into a parliamentary minority, and construct a foothold for a change of government. The other is to achieve a major JCP advance and increase the number of votes in the proportional representation blocs compared to the 4.16 million votes which the party obtained in the proportional representation section in this year’s general election.

Furthermore, in preparation for the Upper House election, Shii called on party members to increase daily party activities for the purpose of strengthening grassroots movements aimed at boosting public demand for replacing the Kishida government, ensuring a JCP victory and a major advance in national and local elections, and strengthening the party’s functions drastically.

In conclusion, noting that the party will mark the 100th anniversary of its founding next July, Shii said, “Let’s celebrate the anniversary with a JCP victory in the Upper House election.”

Following Shii’s report, 66 party members took part in discussions on how to put the report into practice.

On the second day, Shii, on behalf of the JCP Executive Committee, gave concluding remarks regarding the discussions. The Plenum unanimously adopted the report and the conclusion offered by Shii.
