Vote-value disparity expands

The maximum vote-value disparity is 5.126 to 1 in the Upper House election and 2.524 to 1 in the Lower House single-seat constituency election, both up from 2005, according to the Internal Affairs and Communications Ministry.

This is based on the national census the ministry conducted in 2010.

Japanese Communist Party Policy Commission Chair Kokuta Keiji on February 25 stated that the vote-value imbalance must be immediately tackled in order to ensure the equal voting rights that the Constitution requires.

Kokuta also referred to the importance of establishing an election system that can correctly reflect various public opinions.

Pointing out that a huge number of votes are wasted under the single-seat constituency system, Kokuta stressed that it is the most undemocratic form of election system and must be abolished. The government’s move to drastically reduce the number of proportional representation seats must be blocked, he added.
