JCP influences local governments to provide better environment for evacuees

As a result of the Japanese Communist Party’s effort, March 11 disaster-hit prefectural governments have decided to provide better meals and more comfortable living environments to disaster victims in evacuation centers.

Based on the Natural Disaster Victims Aid Law, the three disaster-stricken prefectures of Miyagi, Iwate, and Fukushima will increase the budget for meals and other necessities for evacuation centers. The cost of meals per evacuee will increase to 1,500 yen from the current 1,010 yen a day. This makes it possible to provide well-balanced meals with variation for all evacuees and to offer special menus to those who are on special diets such as the elderly.

The cost for the operation of shelters will be raised from 300 yen to 1,000 yen per evacuee a day in order to create healthy conditions, including the creation of some privacy and more opportunities to take a bath.

A survey conducted by the Miyagi Prefectural government in April showed that 90% of evacuees in evacuation centers in the prefecture are deficient in daily caloric intake, and that those who have insufficient intake of protein and vitamins account for 80-100% of evacuees.

Together with the victims, JCP Dietmembers and disaster regions’ JCP local assembly members and branches have repeatedly urged the national government and municipalities to improve the living conditions at evacuation centers in order to prevent victims from dying at evacuation centers due to the lack of a healthy environment.

JCP Miyagi Prefectural Assembly member Endo Ikuko said, “Proper nutrition and sanitary toilet facilities are essential for the people taking shelter. We will call on municipal governments running shelters to thoroughly implement the prefectural governments’ decision to improve conditions and will call for a further increase in the budget for shelters in response to victims’ demands.”
