LDP in Sapporo defends LDP assemblyperson who insulted people with mental disorders

A motion against a Liberal Democratic Party assemblyperson came before the Sapporo City Assembly in Hokkaido on April 5 because this assembly member made discriminatory remarks during an assembly session against people suffering from psychiatric disorders. However, the LDP and Komei voted down the motion without even bothering to offer an explanation for doing so.

The other day, while Japanese Communist Party assemblyperson Ogata Kaori was arguing on the floor calling for the revocation of the national security-related legislation, LDP Katsuki Hayato jeered at her saying, “You’d better go have a psychiatric evaluation.”

To deal with such disgraceful behavior, the JCP and four other assembly groups jointly submitted a motion urging Katsuki to seriously reflect upon and apologize in public for his remarks. The assembly chairman himself expressed regret regarding the LDP member’s taunting remarks made in the assembly. The assembly held a special plenary session and took a vote on the motion, but the LDP-Komei alliance used their majority force to reject the motion.

Japan in 2013 ratified the UN Convention on the Rights of Persons with Disabilities.

Hotta Michiko, 66, working with an organization for persons with mental disorders in Hokkaido, said she experienced discriminatory remarks many times after she began suffering from a mental disorder at the age of 19. She said, “He is so behind the times. He probably doesn’t even regard us as human beings. I want him to apologize to all of us who have to turn to psychiatric care for our disorders.”
