JCP CC Plenum finalizes draft resolution seeking a coalition government

The Japanese Communist Party in its 7th Central Committee Plenum held on November 15 and 16 at the JCP head office in Tokyo finalized a draft resolution which seeks to create a coalition government made up of opposition parties. The draft will be proposed to the party’s 27th Congress scheduled for January 2017.

On the first day of the CC Plenum, JCP Chair Shii Kazuo on behalf of the Executive Committee presented the draft resolution.

Shii said that the 27th Congress will take place when an unprecedentedly stormy situation is developing in Japan’s politics. Shii stressed that the recent progress of social movements has brought about needed changes in the political arena. Shii went on to say that the confrontation between the Liberal Democratic Party and the JCP has developed into one between the forces of the LDP, Komei Party, and supportive small parties and the joint forces of the four major opposition parties allied with concerned citizens.

Shii said that in accordance with the JCP Program, the draft resolution offers a detailed clarification on the JCP’s stance on the current revolutionary potential and on the JCP’s analysis of domestic and international affairs. Shii then explained the six-chapter draft resolution chapter by chapter.

Contents of each chapter are as follows:

Chapter One of the draft resolution gives tips for understanding the current political situation in Japan and emphasizes the need to further strengthen the joint struggles of opposition parties and concerned citizens, defeat the Abe government, and establish an opposition-led coalition government.

In Chapter Two, based on the JCP Program, the resolution provides an explanation about the JCP’s basic stance toward new moves which recently emerged in the international community. Chapter Three of the resolution calls for a struggle to bring down the LDP-led government in order to create a better future for all. Chapters Four and Five are about policies in regard to national and local elections and on organizational build-up. In Chapter Six, the resolution indicates tasks that need to be achieved in preparation for the 100th anniversary of the foundation of the party.
