Hitachi punished for using foreign trainees in violation of law

Hitachi, Ltd. on September 6 received notification from the Immigration Services Agency and the Labor Ministry establishing that it used foreign trainees in violation of the Act on Proper Technical Intern Training and Protection of Technical Intern Trainees.

The penalty imposed on Japan’s leading electronics maker was increased based on the fact that Hitachi and its group business entities in March this year were instructed to abide by the technical intern training act.

Under the law, companies accepting foreign trainees are required to prepare a training plan for each trainee and obtain approval of the plan from the extra-government organization, the Organization for Technical Intern Training.

Hitachi was accredited by the organization with its training programs for assembling control panels and switchboards. The company, however, has had foreign trainees engaged in jobs having nothing to with the promised training program, such as making window frames for Shinkansen train cars.
