JCP delegation head Fuwa Tetsuzo, who is the JCP Social Sciences Institute director and Standing Executive Committee member, welcomed the CPV delegation, saying, “Although the JCP has had many talks with the CPV in Tokyo and Hanoi, this is the first time to hold talks devoted to theoretical exchanges.”
In reply, CPV delegation head To Huy Rua, who is the CPV Central Committee Theory Council chair, CC Secretary, and Central Propaganda and Education Affairs Commission chair, expressed high expectations for the talks, saying, “The CPV attaches importance to the theoretical exchanges between the two parties that mark a new stage in our bilateral relationship.”
Referring to the longstanding friendly relations between the two parties, Rua said that he knew that Fuwa held talks with successive CVP leaders, including the late President Ho Chi Minh.
In advance of the talks, the CPV sent to the JCP a questionnaire consisting of 12 questions.

Both sides exchanged frank opinions.
