Nuclear Non-Proliferation Treaty Review Conference President Libran Cabactulan sent a letter to Japanese Communist Party Chair Shii Kazuo. Shii, on June 6, sent Cabactulan a letter and a copy of his statement on the Final Document of the conference, saying that the conference outcome is an important step toward achieving a world free of nuclear weapons. In reply to this, Cabactulan sent the following letter dated June 9:
“I wish to acknowledge receipt of your email dated 7 June 2010 regarding your published statement on the Final Outcome Document of the Nuclear Non-Proliferation Treaty Review Conference (NPT). I thank you for your expression of support for my efforts in successfully chairing the conference, which concluded last 28 May 2010.
“I also wish to thank you for your hard work in ensuring that States Parties to the NPT present at the Review Conference heard the calls for the elimination of nuclear weapons within a timebound framework and the need for the careful consideration of a Nuclear Weapons Convention (NWC). In the end, what was reflected in the Final Outcome Document is the most that can be achieved at this time, given the reluctance of the Nuclear Weapon States to go much further than what was agreed upon during the Review Conference, specifically on the negotiation of a NWC.
“Rest assured that your efforts contributed immensely to the process and helped make the 2010 NPT Review Conference a resounding success.”
