Dietmember presents positive view on genocide against ethnic groups

It was found on September 27 that Member of the House of Councilors Tachibana Takashi, who heads the political party called “the Party to Protect the People from NHK (N-koku)”, referred to peoples in developing countries in southeast Asia claiming, “Those races who produce ridiculously many children should be extinguished.”

Tachibana made this remark in a video uploaded on the video-sharing site YouTube.

In the same video footage, Tachibana also asserted that peoples in developing countries “keep producing children without thought to the consequences, which contributes to the rapid growth in the world population”, adding that the number of these peoples can be reduced by war. He mentioned about “crushing members of inferior racial types”. These were among the many abusive remarks which Tachibana made to justify racial discrimination and war.

Furthermore, the parliamentarian insisted that discrimination and bullying are part of human nature and the divine providence, and therefore to try to eliminate such acts go against human instinct.

It is a matter of course for Tachibana to retract and apologize for his outrageous remarks. His qualification as a Dietmember is seriously called into question. Above all, to make a remark advocating genocide against specific ethnic groups is an act of hate speech, which is legally banned in international law as well as in domestic law.

The UN International Convention on the Elimination of All Forms of Racial Discrimination prohibits agitation calling for massacre. The Rome Statute of the International Criminal Court stipulates that if a person “directly and publicly incites others to commit genocide”, that person shall be criminally responsible and liable for punishment (Article 25, clause 3, e).
