Japanese Communist Party Chair Shii Kazuo on July 28 met with the Economic Revitalization Minister to explain the JCP proposal urging Prime Minister Abe Shinzo to identify COVID-19 epicenters in order to provide PCR tests encompassing these coronavirus hotspots.
Shii said to Nishimura Yasutoshi, minister in charge of economic revitalization, "It is necessary to pinpoint areas where infected people, especially asymptomatic individuals, are concentrated, and intensively carry out PCR testing at these areas so that infected people can be identified and placed under quarantine."
Shii pointed out, "Japan ranks 159th in the world in the number of PCR tests in terms of population ratio," and criticized the Japanese government for lagging so far behind in efforts to increase the PCR testing rate.
The urgent proposal notes, "Several epicenters emerged in Japan and spread to other areas or regions, triggering the ongoing epidemic situation." The proposal demands that the central government "assay the situation of COVID-19 infection throughout the country, clarify epicenters, and focus the testing capacity in these areas in a bid to conduct comprehensive tests there to prevent a further spread of infections". The proposal also stresses the need to give PCR testing to all the people living/working in or near epicenters.
