The Chiba Labor Bureau has issued a directive to the Kashiwa City Government in Chiba Prefecture to redress the illegal use of foreign English teachers in the city-run elementary and junior high schools.

Labor bureau sees the use of ALT in Kashiwa illegal |
They taught English in the city’s public schools as temporary workers under the practice of “disguised contract work.”
The bureau recognized that this is in violation of the Worker Dispatch Law and requested the city to take steps to redress the illegal practice.
Since 2000, Kashiwa City has outsourced its ALT program to a staffing agency. However, the agency failed to have the program contract renewed, resulting in the dismissals of foreign teachers.
The teachers joined a labor union and demanded that the city government stop the illegal labor practice and offer direct employment to them.
