JCP presents urgent proposal for better childcare services

The Japanese Communist Party has published an urgent proposal to solve the issue of children on waiting lists for admission to authorized daycare centers.

JCP Vice Chair Koike Akira, also the party’s Policy Commission head, on April 5 held a press conference in the Diet building, pointing out that behind the problem lies an obvious lack of authorized childcare facilities and poor working conditions of nursery staff.

The proposal calls for urgently establishing about 3,000 new authorized centers, which will have the capacity of accommodating 300,000 children, and for increasing childcare workers’ wages as well as increasing the number of staff legally required to care for a specific number of children.

Regarding the building of additional facilities, according to the proposal, the central and local governments would take the initiative; a state grant system would be created to secure the land; the state would financially support public daycare centers; and local needs and situations would carefully be taken into account.

As for a wage hike, the proposal calls for the enactment of a bill submitted jointly by the opposition alliance to provide a monthly pay raise of 50,000 yen. In addition to this, another 10,000 yen would be added to the monthly salary each year so that childcare workers’ monthly wages could increase by a total of 100,000 yen in five years.

The proposal also includes policies to properly assign the required number of childcare personnel, improve childcare workers’ working conditions, and end the use of temps and promote regular employment.
