JCP Tokyo calls for cancellation of Tsukiji fish market relocation to Toyosu

October 5, 2016
Japanese Communist Party member of the Tokyo Metropolitan Assembly Oyama Tomoko on October 4 at an assembly plenary meeting urged the governor to cancel the plan to relocate the Tsukiji fish market to the Toyosu district.

Oyama pointed out the fact that former Tokyo Governor Ishihara Shintaro announced the relocation plan and decided to pay 185.9 billion yen for the purchase of the land in Toyosu while knowing that the land, a former Tokyo Gas plant site, was polluted with toxic chemicals. Saying that Ishihara should bear serious responsibility for the purchase, Oyama demanded a thorough investigation concerning the land purchase.

The JCP assembly member stated that the Tokyo Metropolitan government’s expert panel approved the relocation plan on the condition that the metropolitan government will remove the polluted soil from the surface of the Toyosu site and then cover the surface with clean soil to the depth of 4.5 meters. However, Oyama said, the JCP investigation revealed that this soil replacement measure was not properly implemented. She criticized the Tokyo government for having given the false assertion that the Toyosu site will be safe because it will be covered with a thick layer of fresh soil.

Oyama also pointed out that the quake-resistance of buildings in the Toyosu market site are being called into question. She said, “The plan to relocate the fish market from Tsukiji to the Toyosu district requires careful review. The governor should start considering cancelling the relocation plan.” She called for establishing an investigation panel.

Tokyo Governor Koike Yuriko said that she will gather further information regarding the matter.
