2010 JUNE 30 - JULY 6 Cuts in proportional representation seats would enable DPJ to occupy 68% of Lower House with only 42% of votes A call for cuts in the number of proportional representation seats by 80 from the present 180 in the Lower House is an attempt to clear the way to establish a one-party regime. A calculation based on the last general election results shows that the DPJ would have been able to occupy 68 % of the Lower House seats on its own while receiving only 42% of the votes. What lessons can be drawn from Greek fiscal crisis? Prime Minister Kan Naoto is repeating claiming during the ongoing Upper House election campaign, threatening voters with the claim that Japan will fall into a financial crisis like Greece if they do not approve a consumption tax hike now. This argument can be shown to be false by two points. Cuts in Diet seats are ineffective in saving money A cut of 80 in Lower House proportional representation seats will save only 5.6 billion yen in government expenditures. In contrast, eliminating the 32 billion yen of government subsidies to political parties would have the same effect on saving tax money as eliminating 460 seats from the present 722 seats in both houses of the Diet.
